Ramdisk auto reboot in init

Bug Description

I am deploy an OS with ramdisk image using Ironic ramdisk deploy interface.
I built image with: ramdisk-image-create debian-minimal ramdisk -o debian-minimal-4-ramdisk.

When system boot, it auto reboot finally, and i find the init code in ramdisk-base element: https://github.com/openstack/diskimage-builder/blob/master/diskimage_builder/elements/ramdisk-base/extra-data.d/scripts/init-end

May I know is this correct behavior? reboot when init done.
