cannot specify pypi mirrors for "pip-and-virtualenv-source-install" element

Bug Description

I set the "DIB_PYPI_MIRROR_URL" environment variable, but it doesn't work when running the "pip-and-virtualenv-source-install" element. It failed to build image because of the default pypi mirror is too slow for me. I think it should be able to set pypi mirror for "pip-and-virtualenv-source-install" element.
