Fedora31 image creation failed to find python2-virtualenv

Hi,
I am using Disk Image Builder version (diskimage-builder version 2.27.2) and trying to create Fedora31 image (using Fedora-Cloud-Base-31-1.9.x86_64.qcow2). We could see the below error in disk image builder log:

I think, It is trying to get "python2-virtualenv" which is not available in Fedora31.
