diskimage-builder creates non-bootable RHEL8 images when using ext4

It seems that currently, img-defaults set FS_TYPE to ext4 by default, which does not work with the RHEL8 cloud image. When I locally override this to FS_TYPE=xfs the image looks okay.

It's not clear why when we use ext4 the image ends up as non-bootable.
