Can not build buster on Xenial/Bionic -- debootstrap bugs

Attempting to build "DIB_RELEASE=buster debian-minimal" fails with the same issue as described in [1]. The fix for this is in 1.0.105 onwards, however Xenial and Bionic both do not include this fix.

With one other minor fix I have managed to build a buster image using a locally built version (head at the moment is 1.0.114 which worked).

We have an infra PPA which we could stuff this into. It would probably be better to get this fixed upstream; the revert looks pretty simple [2] but the changelog says it reopens three other bugs, so obviously has some deeper effects.

No great solution is jumping out at me at this point ...

    debian-minimal buster support

    Due to the referenced bug, many versions of debootstrap can't bring up
    a buster environment. Unfortunately, these include versions we use to
    do this on Xenial/Bionic nodes.

    Also, there isn't backports or security updates, so elide these for
    now.

    I did get a working build (I haven't gone so far as a full boot+glean)
    with this, at least.
