proliant-tools require update for ssacli to support Gen10 Proliant servers

element/proliant-tools>
65-proliant-tools-install points to ssacli-2.60-19.0.x86_64.rpm which is not supported for HPE Gen10 servers.
Needs to be updated to point to ssacli-3.10-3.0.x86_64.rpm which has the support for HPE P/E-Class SR Gen10 controllers.

image created with ssacli-2.60-19.0.x86_64.rpm on Gen10 servers thows the following error on ir-cond:

    This commits make update to ssacli version to point to latest
    ssacli release that has support for HPE P/E-Class SR Gen10 controllers.
