centos7 image missing lsb_release

Create a centos 7 overcloud image following the tripleo docs: http://docs.openstack.org/developer/tripleo-docs/basic_deployment/basic_deployment_cli.html#get-images

If the Ceph repo is not enabled the deployment fails in os-collect-config due to missing lsb_release:

If the ceph repo is enabled then lsb_release is installed as dependency:
