Bug Description
The backport apt mirrors are not included in the ubuntu element. This currently causes a problem with building a precise image and installing the 'jq' package. It could also potentially cause issues if a package decides to move to the release-backports mirror.
Maybe have an ENV option? DIB_INCLUDE_

For the ubuntu element this should be pretty straightforward. For ubuntu-minimal this will have to be done after root-d (theres no way to add backports as part of debootstrap).
