Bug Description

Simple run of "DIB_RELEASE=wily disk-image-create -o ubuntu-$DIB_RELEASE.qcow2 vm ubuntu"
failed with errors. The last part of messages are:

+ package-installs-v2 --phase pre-install.d /tmp/package-installs.json
/usr/bin/env: python: No such file or directory

I believe we can do 16.04 (xenial) now, so is there any reason to worry much about wily?
