New Fedora 22 cloud images fail to build

Bug Description

There are many changes in the /etc/yum directory in Fedora 22, that our rpm-distro element assumes.
For example, we look for /etc/yum.conf - which doesn't exist in f22

I'm sure there's other changes that will need to be addressed for this release.
