vm element lacks support to create PowerPC images

PowerPC requires two partitions, one for PReP boot and other root partition. But at present vm element creates an image with only 1 partition.

This bug affects files:
elements/vm/block-device.d/10-partition
elements/vm/finalise.d/51-bootloader

    Enable vm element to create PowerPC image

    Patch adds support to create PowerPC image with vm element.
    It creates 2 partitions, one for PReP boot and other for root and
    installs grub-ieee1275.
