Not able to use PowerPC fedora VM image with disk-image-create

rpm-distro element does not have support PowerPC Big-endian and Little-endian VM images and using a fedora VM image with two partitions, PReP boot and root partition, caused disk-image-create to throw error. PowerPC requires PReP boot partition to be present.
This issue is observed when a PowerPC fedora local VM image ,specified using DIB_LOCAL_IMAGE ,is used with disk-image-create.

    Patch adds support for PowerPC Big-endian and Little-endian local
    fedora VM images and using VM images with two partitions, PReP
    boot and root partition. Since PowerPC requires PReP boot
