Bug Description
apt-sources only checks for an existing file after all the debootstrap process, which can take a long time to finish. This check could be move earlier in the chain.

In my opinion,it's unsafe to "move" this check earlier.But we can do
a check at the begin,this will fix this bug and keep the safety of the
program at the same time.
