Install binaries from bin dir

Bug Description

A lot of elements put their binaries into the bin directory, waiting for other elements (rpm-distro, dpkg, opensuse) to install them.
Other elements put their binaries into the root directory of the element, and have their own scripts to install them. There is a need to formalize these.
