cloud-init refuses to start if datasources have None in list

Bug Description

When creating ubuntu precise with no cloud with that command:

ELEMENTS_PATH=$ELEMENTS_PATH:./elements:../tripleo-image-elements/elements DIB_RELEASE=precise bin/disk-image-create stackuser cloud-init-nocloud ubuntu vm -o ubuntu_nocloud_t

i've noticed that cloud init stops to work. It fails right after the start (with quiet empty log).

It returns "ImportError: No module named DataSourceNone"

Idk should it existen or not, but after i had removed None from datasources list, cloud-init was able to start and operate fine.
