Bug Description
There are lots of little rules/behaviours we expect from an element author, it would be useful if these were captured in a linter a) for developers to save time, b) to automatically fail tests in jenkins so bad elements don't get reviewed/landed.
Obvious initial things to look for:
* executable bit on the various scripts shipped by an element
* presence of a README
* element-deps is well formatted
