Add tooltips to preferences dialog

Bug Description

Currently the preferences dialog just shows some check boxes with a small description. As some options are not self explainable it would be good to add some more info.

Good examples how such descriptions can be included would be the Tomboy and Transmission preferences dialog.

Added some initial tooltips to the preferences dialog.

Any advice or suggestion on clarifying the descriptions and options are appreciated. The goal here should always be that a not so-experienced-user understands what effect each option has.
