[Dialer app] Call happens in the background without UI for user to manage

design comment- when user is moved away from the live call (either while making a call or on an active call); there should be an indicator in the indicator section, the user can then navigate back to the call (dialer app) as per spec.

When a number is being dialed the dialer-app should really force the focus. I would assume that is something the platform would need to provide for the apps.

this is supposed to be implemented outside of the dialer app, per design. Needs to live in the shell. Is not planned to land for Saucy.
