Bug Description

When importing coordinates to existing OrgUnits from GML, the "active" field in the organisationunit table is changed from TRUE to FALSE

Hmm. I can see that. We can set isActive to "true" by default for
gml imported orgunits. This does have the downside that it would
activate any existing inactive ones but should be good for 99% of
cases.
