relative period in dataset frequency

Bug Description

I have noticed that it is possible to select a relative period as frequency but I am not sure this should be there though.

This could be a terminology problem. DHIS 1.4 refers to this as type
of data set as "on change", meaning the dataset is essentially static,
until a change is made. I believe this is the intended type of this
dataset, but I agree with you, the terminology is a bit confusing when
compared to the "Relative" types of periods that are present in the
report tables.

This is a period type that is different from on-chage and should only be
used internally. I thought it already was fixed, will have a look.
