"address-book-insert" and "contact-new" should go into /usr/share/icons/hicolor/48x48/actions The icons on the welcome screen should be installed into /usr/share/icons/hicolor so that they can rethemed. "address-book-insert" should go into /usr/share/icons/hicolor/48x48/actions and "contact-new" shouldn't be shipped since it comes with the regular GNOME theme.
