logging levels are uneven

When looking at the logs of a devstack install:

 * glance shows nothing
 * keystone shows a wall of text per request
 * nova shows a moderate level.

Make the default logging level INFO (perhaps overridable to DEBUG in localrc?),
then work with projects to make sure info is semi-consistent?

 * http services should show the request & response in INFO (eg similar to how apache looks)?

This issue seems to be solved on prior 2014.

Make changes such that -o nounset runs
  ENABLE_DEBUG_LOG_LEVEL
