Bug Description
Only a single network interface on the public network comes up with the default VM images (even if multiple nics and networks are specified on the command line). The legacy quantum images at: http://
A simple additon conditional on the UPLOAD_LEGACY_TTY flag in localrc will download and install these images for the user. The patch copies the current UPLOAD_LEGACY_TTY logic but places the image files in a separate directory so that they don't interfere with the ansolabs tty images.
