Default VM images do not inject private IPs on secondary interfaces for quantum network manager

Bug Description

Only a single network interface on the public network comes up with the default VM images (even if multiple nics and networks are specified on the command line). The legacy quantum images at: http://www.openvswitch.org/tty-quantum.tgz come up with all interfaces active and pingable.

A simple additon conditional on the UPLOAD_LEGACY_TTY flag in localrc will download and install these images for the user. The patch copies the current UPLOAD_LEGACY_TTY logic but places the image files in a separate directory so that they don't interfere with the ansolabs tty images.

is there doc on how to set the multi-network up?

Do the Ubuntu images support this?

Can you please opens bug on cirros and I'll see if I cant add support there. Or, I guess just make this bug affects cirros, but please add reproduce instructions.
