Bug Description
I got an error "Package 'ovn-central' has no installation candidate" with Debian 11. I fixed it by adding debian backports to sources.list. Could this step be added to the setup script, because this is not mentioned anywhere?

This issue isn't seen in CI because we add a backport mirror there by default. Not sure whether devstack should actually mangle source definitions or whether it would be better to only document this requirement. It also affects certain scenarios, using OVN and not installing it from source (which I admit is the default scenario).
