Installation of ovs and ovn from source fails

When Devstack installs openvswitch and/or OVN from source, it uses wrong user (stack) as user who starts systemd services. That causes permission errors and ovsdb-server and ovn-controller services can't start.

Additionally, devstack should install libssl dev packages in the system before compilation of ovs if TLS service is enabled. Otherwise OVS is compiled without support for SSL and neutron can't connect to it using SSL protocol.

    Fix installation of OVS/OVN from sources

    This patch changes user who runs ovsdb-server and ovn-nortd services
    to root.
    It also adds installation of the libssl dev package before compilation
    of the openvswitch if TLS service is enabled.
