Error during deployment of Devstack with Octavia Load Balancing

My deployment on Devstack with LBaaS by following the steps below errors out and did not complete:

I suppose you wrote in local.conf the string "ENABLED_SERVICES+=,q-svc,q-agt,q-dhcp,q-l3,q-meta,neutron", but the error reported about OVN and q-agt are incongruous. Try to erase "q-agt" and run again.
