basic installation fails due to git clone errors

Bug Description

I have been trying to install devstack on libvirt based instance (ubuntu 18.04) with networking enabled and basic mode of installation from a few days now.

Installation fails at similar errors as pasted below:

[ERROR] /opt/stack/devstack/functions-common:629 git call failed: [git clone https://opendev.org/openstack/nova.git /opt/stack/nova --branch stable/wallaby]

I have tried atleast 10-15 installations with same issues. I tried to increase the GIT_TIMEOUT to 5 minutes and things improved but ultimately failed at similar errors as pasted above.

Also took tcpdump of the request and I can see this message when git fails to clone:

22:37:51.623341 IP 192.168.121.166.57546 > 38.108.68.124.443: tcp 0

Please let me know if anyone is facing this issue and how I can get past this one?

is it still reproducible? If not it was maybe a network issue - the content on opendev.org could be unavailable for a little while.

Maybe an issue of the local network, can there be any rule (firewall, routes, ..) set in the machine you used which would prevent network traffic?

Yes it is reproducible every-time I have tried. I also thought it to be a network issue but I have seen same error creeping up for almost 10-12 retries on different days and time.

As for the local network, I am using 100Mbps and the server on which this VM(libvirt) exists is directly connected without any firewall attached to it.

I will spend some more time to see if there are any network related issues in dmesg and also run a continuous ping on both VM and host to opendev.org and report back.
