changeing ownership line is missing:
sudo chown -R stack:stack devstack/

i did "source stackrc" as well, than it run. I am not sure though it made any difference.

Why do you think that this is missing and at which step? If you follow the instructions correctly, you will have cloned the devstack repo as "stack" user in the first place, so it will have the correct owner from the start.
