I'm trying to set up my 3rd-pary CI and during devstack test setup, I getting this error:
It looks like the role is missing or maybe I made a mistake in my configuration?

This is not a devstack bug, but an issue with your zuu setup. You need to include the general openstack and opendev job definitions, in particular openstack-zuul-jobs.
