Can't find the role of member with the latest devstack

Bug Description
When use the latest devstack to deploy openstack environment, there is an error like this:
No role with a name or ID of 'member' exists

I cannot reproduce this. Please attach your local.conf and the complete log of the stack.sh run. Also include any other information that may be helpful for reproducing this issue, like operating system type and version, devstack version, ...
