Cannot enable mariadb service on openSUSE

Bug Description

Running devstack on openSUSE results in the error:

    Failed to enable unit: Refusing to operate on linked unit file mysql.service

on the command `systemctl enable mysql`. That's because mysql.service is a symlink to mariadb.service. Devstack should enable mariadb service on openSUSE, not mysql.

The root cause is a systemd nuance and not strictly SUSE problem so the fix might not be future proof - see https://github.com/systemd/systemd/issues/7874
