devstack doesn't fail when merge-config fails

In case merge_config_file function fails for any reason, devstack continues with deployment leading to wrong configuration files being used. That can lead to tests being skipped and reporting back to zuul with success while something there went terribly wrong.

It's still unknown why the awk syntax error appears there.

Sorry for the delay in looking at this, but sadly the logs have expired by now and so I have no idea what to look at. Do you still have some logs available locally or some indication of how to reproduce this?
