RabbitMQ open fd limit too low on Debian with sysv init

Bug Description
We are trying to deploy OpenStack on Debian Jessie for testing. (The system is using sysv init.)
The RabbitMQ service is starting with the default limit of open fd of 1024, but this is too low and OpenStack services start failling to connect to rabbitmq.
devstack should increase this limit.
This could be done by having "ulimit -n 65536" in /etc/default/
This does not works on stable/ocata and on master.

Current Debian has migrated to systemd, stable/ocata is EOL, so this no longer seems relevant.
