invalid auth_url in openrc

Bug Description

After the installation of OpenStack with devstack and executing of 'source devstack/openrc admin admin', 'swift list' will give result as below:

Authorization Failure. Authorization failed: (http://10.254.9.36/identity/auth/tokens): The resource could not be found. (HTTP 404)

I think this should be fixed.
