Bug Description

Devstack is creating a private network even with NEUTRON_CREATE_INITIAL_NETWORKS=False in the local.conf. With this set to false, no networks should be created while stacking. The setting is defined in [1], but the value of the configuration setting is never checked before doing the network creation steps.
