/etc/sudoers overwritten because of an error in the documentation

Bug Description

The devstack documentation (available at devstack.org) contains the following instruction:

$ sudo tee <<<"stack ALL=(ALL) NOPASSWD: ALL" /etc/sudoers

This overwrites the /etc/sudoers file, which is probably not what we want.

    Do not ask users to overwrite their /etc/sudoers file

    Give instructions to add permissions for stack user without touching
    main config.
