not able to create the volume from image(which is private), even if I am scoped to the project which owns the image

Bug Description

I am not able to create the volume from a private image through Horizon, even if I am sourced to the project that owns the image.
So, when creating volume from the image, the image which is private doesn't show up on the options, only the images which are public shows up on the options.
I am attaching the images showing the private image and that image doesn't show up while creating the volume : http://imgur.com/a/FElk2
For reference : its Pike version DevStack setup.

Sorry for the late reply. I think there was a Horizon bug that may have caused this issue. If you are still seeing this, please check whether you can also reproduce the problem using openstack CLI commands.
