Bug Description
The package libmysqlclient-dev (listed in files/debs/nova, files/debs/neutron and files/debs/general) cannot be installed from Debian Testing repository, although Debian Testing is supported by DevStack.
At the moment you can install it for example by adding Debian Unstable Repository to /apt/sources.list
