libmysqlclient-dev cannot be installed from Debian Testing

The package libmysqlclient-dev (listed in files/debs/nova, files/debs/neutron and files/debs/general) cannot be installed from Debian Testing repository, although Debian Testing is supported by DevStack.

At the moment you can install it for example by adding Debian Unstable Repository to /apt/sources.list

Well, "supported by DevStack" is a term of questionable quality. As long as there is no CI testing, we cannot do much more than accept patches if people find issues.

I did a bit of local testing and it seems that Debian provides mariadb libs instead of mysql now. We can amend files/debs/* accordingly, but then I run into another issue because Debian sets up root access to mysql only via unix_socket by default. So IMHO we really need a CI setup for this otherwise we just keep chasing a moving target.
