SSL can not be configured other than core services

Other than defined services ("key,nova,cinder,glance,s-proxy,neutron") [1] SSL cannot be configured for other services like sahara, manila, masakari etc. If user wants to configure SSL for other services then he/she can add it in local.conf like;

SSL_ENABLED_SERVICES+=<service_name>

As of now this value of SSL_ENABLED_SERVICES from local.conf is overlooked as the original variable is defined after the local.conf file is sourced in stack.sh [2]
