Bug Description

tls-proxy does not work on Ubuntu Xenial.

This is because 'stud' used as TLS wrapper/proxy is deprecated since xenial.

Please note that this looks similar to #1405275 that was reported in 2014,
and reproduce procedure is the same as #1405275,
but the root cause is completely different.
At Ubuntu Xenial, stud no longer exist and was replaced by hitch.

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
