Bug Description

After https://review.openstack.org/168438/ it is impossible to install devstack if Neutron is enabled without L3 agents.
It affects gate-networking-generic-switch-dsvm.

Default value for Q_L3_ENABLED has been changed to True even if L3 agent is disabled.
