stack.d link creation for cinder data could be more robust

Bug Description

Currently the link for "stack.d" is not modified during "unstack" and is not modified during "stack" if it already exists.

This can cause some subtle errors which are hard to find if the _DATA variables are changed. I think it would be better to update the link during "stack" if it points to a different location. (since the location *will* be changed in the config files)

is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
