Can't type ":" with Japanese keyboard in novnc

Bug Description

In VNC console, we can't input ":" with Japanese keyboard.
It causes problem when we login on cirros (its default password is "cubswin:)", including ":").
This change introduces new variable $VNCSERVER_KEYMAP for vnc_keymap in /etc/nova/nova.conf.
