DNSMASQ unicast reply doesn't work with L3 network

Bug Description

In order for VMs to receive a DHCP response over VXLAN, the response must be broadcast. Unicast response does not work with L3.

Need to be able to configure dhcp_broadcast_reply in /etc/neutron/dhcp_agent.ini

Is there something special about your setup that makes this required? I would expect Neutron to use working settings by default, so if they don't, this would rather be a bug on Neutron than on devstack IMHO.

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
