stacking fails because it can't find package MySQL-python in requirements

Bug Description

stack.sh fails with an error "Can't find package MySQL-python in requirements" because the requirements repository is not pulled in before the database is installed. While installing the database stack.sh tries to find the name of the repository from the global requirements file. But since the repository is not yet pulled in, finding the repository fails.
