SSH test is failing with Cirros 0.3.1

Bug Description

The hostname is not set to the server name in Cirros 0.3.1. In stable/Icehouse, when ssh testing is enabled, test_host_name_is_same_as_server_name is therefore failing as Cirros 0.3.1 is the default image. This issue was fixed in Cirros 0.3.2.

    Update default Cirros to 0.3.2

    Update the default Cirros version to 0.3.2 in order for the hostname to be set
    to the server name.

    Fixes bug 1435943
