Bug Description

Steps to repro:
1. Add "enable_service sahara" to local.conf
2. Add "enable_service tls-proxy" to local.conf
3. Run ./stack.sh

Observed behavior: Sahara uses http, but not https

    Added support of sahara with tls-proxy service

    Now devstack will configure tls-proxy for sahara as well as for
    other openstack services.
