Add devstack support to configure router_delete_namespaces for l3_agent

Bug Description

Today devstack supports configuring "Q_USE_NAMESPACE" (use_namespace)in the l3_agent.ini file.
But devstack does not support configuring the "router_delete_namespaces" in the l3_agent.ini.

This will be required to clean up the router_namespaces when router interfaces are removed or when there is no need for a router.
Mostly very usefull in dvr routers.

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
