devstack doesn't configure nova to https glance

Bug Description

Steps to repto:
1. Set USE_SSL=True in local.conf
2. Run "stack.sh"
3. Try to spawn instance

Observed behavior:

Reason:
Nova expects [ssl] section in nova.conf to configure glance client. Devstack doesn't create it.

is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
