Ironic jobs just started failing within the last 2 hours with:

qemu-img is installed via the qemu-utils package, which up until now was being installed with all of the others. Now, it is being pulled in as a Recommends but not installed:

Not sure if this is a change in devstack's package manifest, node pool changes, or a change in the dependency change of the distro packages.
